Below are three options to get a CapTel phone
Purchase a CapTel phone
Mississippi residents who do not qualify for a CapTel phone through the Equipment DIstribution Service may purchase the CapTel phone at the reduced cost of $75.00.
Third Party Certificate
Per recent FCC regulations, individuals with hearing loss may receive an Internet-based CapTel phone free of charge if they complete and submit a Third Party Certification of Eligibility.The Third-Party Certification must be signed by a hearing health professional who confirms that the person applying has a hearing loss and would benefit from IP-based Captioned Telephone Service in order to communicate effectively over the phone.
NOTE: Third Party Certification only applies to CapTel 840i only.

The Mississippi Relay Equipment Distribution Program (MREDP) administers the equipment distribution program, which provides access to public telecommunication services by residents of Mississippi who have hearing loss and can benefit from captioned telephone conversations, using devices for analog communications. The links below contain the procedures to secure this service, and the application form to complete and return to MREDP to get on the list to receive such services. As part of the service provided by the MREDP, a limited number of CapTel phones will be available each month to individuals with hearing loss who require such devices to utilize the Mississippi Relay Captioned Telephone Service.

FEDERAL LAW PROHIBITS ANYONE BUT REGISTERED USERS WITH HEARING LOSS FROM USING INTERNET PROTOCOL (IP) CAPTIONED TELEPHONES WITH THE CAPTIONS TURNED ON. IP Captioned Telephone Service may use a live operator. The operator generates captions of what the other party to the call says. These captions are then sent to your phone. There is a cost for each minute of captions generated, paid from a federally administered fund. No cost is passed on to the CapTel user for using the service.
